Matsu's husband; at first glance, he looks like a really nice guy, but he’s really evil inside. He is the owner of the Divine Weapon Israfel, and the double name inheritor of Albrecht von Wallenstein, called the Mercenary King.

Toshiie was present aboard the ship of Katsuie Shibata, along with the rest of the Five Great Peaks, during a short appearance near the path traveled by the Musashi following the Far Eastern ship's victory against the combined forces of K.P.A. Italia and Tres España. They appear just as Tadatsugu Sakai and Makiko Oriotorai find a Nikyou Crest in front Horizon Ariadust's grave in the middle of the Remorse Way.
According to Tadatsugu Sakai conclusions, the reason of this surprise appareance was not a navigational error but a way to "greet" them showing to Musashi that P.A. ODA can see through their stealth mode. No confrontations occured during this event.

During the early days of the joint school festival of Musashi Ariadust Academy and Oxford Academy, Toshiie arrives at England to propose for his personal army of mercenaries to act as England's additional forces for the recreation of the Anglo-Spanish Armada War. Despite the show of numbers of Toshiie's Kaga Milliongeist, Elizabeth refuses to engage with a deal with Toshiie because Toshiie lacked the navy that England needed and the Musashi was able to provide with ease.
- Divine Weapon: Israfil (癒使「イスラフィル」, Yushi - Isurafīru, lit., "healer") - Given to him and fellow Five Great Peaks member Narimasa Sassa. Although the name suggests that the weapon grants healing abilities, Toshiie and Narimasa create abilities that suggest otherwise. Toshiie uses the Israfil to preserve and deploy souls for the ability Kaga Milliongeist (see below).
- Ability: Kaga Million Geist (加賀百万G, Kaga Hyakuman-G) - Toshiie summons a large army of one million souls raised from the dead.
